Quebec Sets Limit on Family Sponsorship Applications
In a significant development announced on June 26, 2024, the Ministère de l’Immigration, de la Francisation et de l’Intégration of Quebec has introduced a ceiling for the number of family sponsorship applications. This new regulation will be in effect until June 25, 2026, setting a clear benchmark for those planning to bring their family members to Canada.
Under this newly established quota, a total of 13,000 family sponsorship applications will be considered over the next two years. Out of this, 10,400 slots are earmarked for spouses, common-law partners, and dependent children over the age of 18. The remaining 2,600 spaces are reserved for sponsoring parents, grandparents, as well as other qualifying relatives. Once these numbers have been met, the Ministère will cease to accept further applications under these categories.
However, there are important exemptions to be aware of. Applicants looking to sponsor the following are not subject to the cap:
– A sponsor’s minor child who is dependent;
– Minor children the sponsor plans to adopt;
– Orphaned minor children related to the sponsor as siblings, nieces, nephews, grandchildren;
– Any adult child of the sponsor who is dependent due to a disability, provided they are unmarried or not engaged in a common-law relationship.

Additionally, this cap will not affect cases where a dependent is being added to an existing application or to a sponsored individual who is already waiting for admission as a permanent resident, following a successful application.
The public will be informed through an official announcement when the limit is reached. Should the Ministère receive applications beyond this limitation, these will be returned unprocessed and without a fee.
Quebec Premier François Legault has previously attributed the housing shortage in the province to the uptick in temporary residents. It is imperative for sponsors in Quebec to act promptly and plan accordingly under these new measures.
