Short answer: in most cases. One of the most common questions we hear is whether you need a job offer before you can work in Canada. The honest answer is that it depends entirely on the type of work permit you are pursuing.
Work permits that do require a job offer
Most employer-specific, or closed, work permits are tied to a single employer and a specific role. In many cases the employer must first obtain a Labour Market Impact Assessment (LMIA) to show that hiring a foreign worker will not displace a Canadian. Some positions are LMIA-exempt under international agreements or the International Mobility Program, but they still rest on a valid job offer from a Canadian employer.
Work permits that do not require a job offer
Open work permits let you work for almost any employer in Canada, and they do not require a job offer at all. Common examples include the Post-Graduation Work Permit for recent graduates of eligible Canadian programs, the open work permit for spouses and common-law partners of certain workers and students, and International Experience Canada, the working holiday stream for eligible young people from partner countries.
What This Means for You
Your best pathway depends on your situation: your studies in Canada, your relationship status, your age and nationality, and your long-term plan for permanent residence. A job offer can strengthen some applications and is essential for others, but it is not the only door into the Canadian labour market.
Before you chase a job offer, or turn one down, it is worth confirming which category you actually fall into. A wrong assumption here can cost you months. If you are not sure which work permit fits your circumstances, we are happy to review your options with you.
