Over 3,000 Candidates Invited for Provincial Nomination by Manitoba
This week, Manitoba held another selection round for newcomers, issuing thousands of invitations to skilled workers and recent graduates to apply for provincial nomination through the Manitoba Provincial Nominee Program (MPNP). This activity includes targeted recruitment initiatives aimed at attracting talent for the province’s International Education Stream, Skilled Worker in Manitoba pathway, and Skilled Worker Overseas pathway.
On September 4, 2025, Manitoba conducted draw #253 for provincial nominations, resulting in a total of 3,347 Letters of Advice to Apply (LAAs) issued to foreign nationals. The invitations were dispensed as follows:
- Skilled Worker Stream: 1,584 LAAs issued, with the cut-off score given
- Skilled Worker in Manitoba: 1,466 LAAs issued, no cut-off score
- International Education Stream: 1,866 LAAs issued, no cut-off score
Details for the Skilled Worker Stream indicate that the invitations were part of recruitment initiatives executed by the MPNP. The LAAs allocated through these initiatives are broken down as follows:
- Employer Services: 4 LAAs
- Francophone Community: 7 LAAs
- Regional Communities: 3 LAAs
- Ethnocultural Communities: 1 LAA
- Skilled Worker in Manitoba for Ukrainian Citizens: Various LAAs
For the International Education Stream, candidates must meet eligibility requirements, including possessing a valid Express Entry profile and job seeker validation codes. Notably, 415 candidates received LAAs from this stream during this draw.
Despite meeting or exceeding the draw’s cut-off score for provincial nomination, some candidates may not receive LAAs due to specific issues. Common reasons include failing to provide a valid third-party language test number in the Expression of Interest (EOI), or an expired test result at the time of the draw. Moreover, candidates must validate any direct invitations they received through strategic recruitment initiatives by providing valid invitation numbers in their EOI.
What are strategic recruitment initiatives under the MPNP? These are processes led by employers or communities aimed at identifying foreign nationals with critical skills that are in demand in Manitoba. These initiatives support local employers in addressing persistent labor shortages while providing foreign nationals a path to permanent residency. Employers need to meet eligibility requirements and complete Manitoba’s recruitment process before endorsing international candidates, who, in turn, must satisfy various criteria such as language proficiency, work experience, and the specific conditions set by their relevant stream.
Each application is assessed individually, taking into account the candidate’s ties to other Canadian provinces or territories. If significant ties elsewhere could indicate a likelihood of leaving Manitoba, this could result in a refusal of the application.
In conclusion, Manitoba’s recent invitation round underscores the province’s commitment to welcoming skilled individuals to support its labor market needs. If you are interested in exploring opportunities through the MPNP or any other immigration pathways in Canada, it’s advisable to assess your eligibility and plan your application carefully.
