New Candidates in Provincial Nominee Program Draws
In recent weeks British Columbia (BC), Quebec, and Manitoba actively selected candidates for their respective Provincial Nominee Programs (PNPs). These programs are integral to the provinces’ strategies for attracting the economic immigration candidates who show the greatest potential for integration into the regional labor markets.
The dual-jurisdictional nature of immigration in Canada allows provinces and territories to tailor these Provincial Nominee Programs draws according to their specific economic requirements. Annually, each province is allocated a certain number of nominations for prospective immigrants they can put forward. Through these Provincial Nominee Programs, successful nominees can then strengthen their application for permanent residency with Immigration, Refugees and Citizenship Canada (IRCC).
For its part, Quebec leverages a unique arrangement with the federal government that grants it the privilege of independently choosing its economic immigrants without a fixed allotment. The province extends an invitation to apply for a Certificat de sélection du Québec (CSQ) to its chosen candidates, bypassing the need for a PNP.
Between June 1st and June 7th, British Columbia targeted four specific occupational categories issuing 68 invitations for skilled workers and international graduates, including those linked to the Express Entry BC pool. Notably, the tech sector saw the highest demand with 33 invitations and required the top-scoring minimum of 122 points. Occupations in healthcare, childcare, and construction also received invitations with varying score criteria.
Meanwhile, Quebec provided results from a draw dating back to May 30th. The province invited 1,441 applicants proficient in French at level 7 (or higher) and/or scoring upwards of 591 points. Additionally, individuals with valid job offers outside the Montreal metropolitan community were considered.
Lastly, Manitoba issued a total of 254 Letters of Advice to Apply (LAAs) within its MPNP framework on June 6th. This included LAAs to 35 individuals with valid profiles in the Express Entry system. The province’s invitations spanned across three streams, with Skilled Workers in Manitoba, the International Education Stream, and Skilled Workers Overseas through a Strategic Recruitment Initiative.
