Manitoba’s Latest Provincial Nomination Draw
On February 12, the Manitoba Provincial Nominee Program (MPNP) issued 29 Letters of Advice to Apply (LAAs) to skilled worker candidates both within Canada and overseas. This first draw of the month targeted candidates through the Skilled Worker in Manitoba and Skilled Worker Overseas pathways, with all invitations based on participation in strategic recruitment initiatives designed to address the province’s labour market needs.
Among the 29 candidates who received invitations, six had valid Express Entry profiles, potentially positioning them to receive an additional 600 Comprehensive Ranking System (CRS) points upon successful provincial nomination.
Breakdown of Invitations by Strategic Initiative
The MPNP distributed invitations across five distinct strategic recruitment initiatives:
- Employer Services: 8 invitations
- Francophone Community: 14 invitations
- Regional Communities: 3 invitations
- Ethnocultural Communities: 1 invitation
- Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates: 3 invitations
Understanding Manitoba’s Strategic Recruitment Initiatives
Manitoba’s strategic recruitment initiatives represent specialized programs that assist employers throughout the province in recruiting qualified workers to fill critical labour shortages. These initiatives specifically target situations where employers can demonstrate an immediate and continuing need for skilled workers that cannot be satisfied through Manitoba’s local labour market.
Candidates typically become eligible for these recruitment initiatives by participating in either exploratory visits or official recruitment missions. Exploratory visits allow prospective immigrants to experience life in Manitoba firsthand, while recruitment missions are regularly scheduled events conducted by the MPNP. Invitations to apply are generally issued following interviews with immigration officers during these events.
Eligibility Requirements for Overseas Candidates
Foreign nationals interested in participating in exploratory visits or recruitment missions must meet specific criteria. The program gives preference to candidates planning to establish themselves outside the Winnipeg metropolitan area, while strong connections to other Canadian provinces may be considered a retention risk and could negatively impact an application.
The Application Process
Once candidates receive an LAA, they must submit a complete candidate profile through the Skilled Worker Overseas stream. This submission must demonstrate both the genuine intention and financial ability to settle permanently in Manitoba. After profile submission, candidates await selection in a subsequent draw before they can proceed with their full application for provincial nomination.
Successful nominees receive a nomination certificate and, if they have an Express Entry profile, gain 600 additional CRS points, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence in a future federal draw. The final step requires submitting a permanent residence application to Immigration, Refugees and Citizenship Canada (IRCC).
Conclusion
Manitoba continues to offer valuable pathways to Canadian permanent residence for skilled workers willing to contribute to the province’s economy.
